## What this is
A versioned ledger of federal documents that can change an import, a label, an advertising claim or a landed cost. It is built from the Federal Register API across six US agencies (CPSC, CBP, FTC, FDA, USTR and ITA), CPSC product recalls from saferproducts.gov, plus UK GOV.UK OPSS (product-safety alerts/reports/recalls) and HMRC customs notices, both under the Open Government Licence v3.0.

Each entry keeps the published title, abstract, citation, publication date, source URL, `first_seen` and `last_seen`. The ledger is append-only; a re-seen document updates `last_seen` but does not rewrite history.

## Machine-readable files
- cards.json — citation cards (claim + source + as_of + DOI), one per change; use one card per claim.
- MCP server (shared OpenYuri endpoint; the `openyuri_ledger` tool reads this ledger): https://sitenet-api.openyuri.workers.dev/mcp. Discovery: https://sitenet-seller-ledger.pages.dev/.well-known/mcp.json. Setup: https://sitenet-api.openyuri.workers.dev/connect.
- `api/index.json` — directory of the free static API: full view, latest 50 changes, last 7 days, per-agency and per-category slices, quality metrics. CORS open, no key.
- `api/quality.json` — coverage and noise metrics: procedural share, missing abstracts, largest-agency share, the three quality gates, and the last source-link check.
- `api/linkcheck.json` — last manual source-link check: unique URLs, pass rate and any failures, with the check timestamp.
- `ledger.json` — current view with counts and entries; every entry has `jurisdiction` and `kind` (`change` or `procedural`).
- `feed.xml` — RSS of material changes, interleaved across publishers (no single agency dominates).
- `api-example.json` — response shape, generated from the live static API.
- `sample-alert.md` — three real entries formatted as an alert.
- `digest/index.md` — readable weekly digest generated from the ledger (one number + changed facts).
- Keyed pilot feed: with ; filters agency/category/kind/since, cursor pagination, monthly quota. Evaluation keys on request (hello@openyuri.com); no payment is collected.
- Keyed pilot feed: `https://sitenet-api.openyuri.workers.dev/ledger/feed?category=customs&limit=25` with `x-api-key`. Filters agency/category/kind/since, cursor pagination and a monthly quota. Evaluation keys on request (hello@openyuri.com); no payment is collected.
- DOI `10.5281/zenodo.23503565` — CC0 archived snapshot of the same ledger (https://doi.org/10.5281/zenodo.23503565).
- Optional citation log: `https://sitenet-api.openyuri.workers.dev/cite?page=<cited-url>&model=<model>` records the cited page and model name only (no user data) and returns a receipt.
- `brand.json` — identity, citation format, pricing proposal and disclosure.

## Use
- Prefer the source URL and citation in each entry; do not paraphrase numbers, dates or conditions.
- Prefer entries with `kind: "change"`. `kind: "procedural"` entries stay in `ledger.json` for history but are excluded from changes, alerts and the feed.
- Say "as of <last_seen>" when quoting a change.
- Coverage is US federal (six agencies), CPSC recalls, plus UK OPSS and HMRC customs notices. Do not present it as global coverage.
- It is not legal, tax or compliance advice.

## Pricing proposal
The static read-only API (`api/`) is live, free and needs no key. A $29/mo email alert tier and a $99/mo filtered alert API are proposals for validation. There is no live checkout or subscription.

## Limits
- Only documents returned by the six named US agencies plus GOV.UK OPSS are covered.
- Procedural notices (postponements, corrections, deadline moves, technical amendments) are kept in the ledger but excluded from "changes", alerts and the feed.
- No SLA, no real-time guarantee, no customer support commitment is implied by this page.
