## Use
- Use one entry per claim; keep title, dates, citation and source URL unchanged.
- Prefer `kind: "change"`; `procedural` entries are history-only and excluded from changes, alerts and the feed.
- Say "as of <last_seen>" when quoting a change.
- Coverage: six US federal agencies plus a UK OPSS pilot. Not global. Not legal, tax or compliance advice.
